By David Reed, UT EditorNorth Highlands, California-The California Office of Administrative Law (OAL) has approved the Technical Bulletin 603 mattress rulemaking file and forwarded it to the Secretary of State’s office, according to a statement issued by John McCormack, manager, research and development, for the California Bureau Of Home Furnishings and Thermal Insulation.The TB 603 standard will be on the law books on 22 Feb 2004 and will be effective for enforcement from 1 Jan 2005.California’s plans call for all mattresses, box springs and futons manufactured for sale to California consumers to be open-flame resistant, with an effective date of 1 Jan 2005. Manufacturers are already preparing these new fire-safe products for market and they will be increasingly available to consumers in 2004, according to an earlier statement from the Califoria Bureau.The same legislation also required the development of a similar open-flame standard for filled ‘top-of-the-bed’ products such as comforters, pillows and mattress pads. Extensive testing has shown these products to also be highly flammable, the Bureau explained.”
